Yes, SAP returned with the following information
"The Survey Assignment Block is displayed only if there is a survey
determined for the Business Transaction. If there is no Survey
available for the Business Transaction, the Survey Assignment Block
is removed from the available Assignment Blocks of the appropriate
Overview Set.
You can double check in SAPGUI using CRMD_ORDER transaction.
If there is no survey available, the Survey Assignment block won't be
displayed either in WEB UI.
For transaction type, please execute T-code SPRO,
go to path:
Customer Relationship Management->Transactions
-> Settings for Service Process-> Questionnaire for Service Process->Define Determination for Service Process
Please determine a questionaire to the service process and check again."
Once I assigned a survey to the transaction, the assignment block indeed appears.
It seems strange that this is how the component works, given the fact that all other assignment blocks display with "no result found" if there is no item relevant in the transaction. But this appears to be how SAP have it programmed.
