you just need to run the report CRM_LINK_OBJTYPE_18_DELETE wherein in the selection screen of this report you need to enter the quotation ID or guid and select the checkbox as X. This report will not only remove the message but this will also set the Quotation status back to consistent stage. Actually this is part of the standard solution which SAP had provided via SAP note 582562
