yes it is possible to open the URL in new window. Use below code
window.open("<%= lv_url%>", "_blank");
this will open the URL in new window. If the URL is still opening in the new tab then you have to change your browser settings.
like for Firefox goto settings->options->tabs-> here uncheck "open new windows in new tab instead".
