Org Model & Territory management

Hi Experts,

Is it possible to create a custom program which include operations like create SR position in org model, create a territory, assign org model postion to territory, create rule on the territory & assign account to it.

I wanted to do all the operations using same custom program

Is it possible ? because in standard we have separate programs for territory create & rule create. & for position assignment we have one separate program.

Please provide your suggestion.
