Then most likely standard behaviour.
Lets think about it...your process is Complete....which should mean the Ship to Party has received what they ordered. So why should SAP System permit a change to this value.
Only if an issue with delivery, in which case it's not Complete and thus Ship to Party should be permitted to change.
