I am facing a similar issue.

I have some e-mails sent on some conditions. They are sent OK but sometimes and for some of them, they are sent multiples times (it can go up to 50 for one object for example; same e-mail sent 50 times instead of one).

I do not have the exact cutomizing as your screeshot but see below the customizing I can make:

The action merging is indeed set to Max 1 Action for Each action definition.

I do not have the 3rd tab to be able to click on Succesful Actions.

However, would you have an idea what some mails are sent multiples times instead of one?
