I had tried in the system now and confirm even I observed the same behaviour.
What you had mentioned regarding the description might be correct. I don't know why SAP had mentioned it as at least.
I did miss this point, if there is an entry from starting to ending then whats the point in having any other entries.
Thanks for trying it out and letting me know. I think we need to keep on extending the Valid To if required to extend the validity in this case.
