Hi Faisal,
a lot of the Notes required Release 701, Level 12. We use 700, Level 11. I've checked the PAM for our Release. SAP supports the IE 11 until 2025 (a long time 
).
I've tried to debug the problem and have seen funny things. The table for the Drop-Down-List looks good. All items appears right.
In the WebUI they didn't appear right. When I clicked in an other Drop-Down-Box and changed a value the system made a reload and after that, everything looks fine.
